Yes I have found the 4 wires I meter does not have an ohms range on it thanks for your kind offer but I live in Wellington I will fit the new capacitor and see what happens Wayne

That's a bummer. I will keep trying to help in any way I can, anyhow.
Perhaps, take a close up photo of the chassis - particularly one of the 5Y3 socket, power transformer & speaker socket

OK. I assume the speaker is able to be unplugged? If so, then unplug it, and check the voltage across each of the filter capacitors, I would expect voltage to appear on only one of them, but it will be high - possibly as high as 460 (or more) volts. Be careful with this, as that capacitor will remain charged up after you unplug the radio from the power. Woops, have just re-read your posts, and an earlier one says the speaker plugs in.
